Government may justifiably draw upon its existing
reserves, since the revenue returns are not expected
to show any immediate diminution.
The following are the most notable changes
in expenditure. The comparison is likewise with
the approved estimates for the current year:-
Head 2. Colonial Secretary's Office.

The increase is purely as the result of an
accounting change by which all Members of the Cadet
Service and the Senior Clerical and Accounting Staff
who are on leave or are not attached to a Department
are provided for under this head.
Head 5. Charitable Service.
+$243,490.
The increase is largely the result of the cost of

relief for refugees, though there is increased
expenditure a due to the implementation of
Government policy under the new Protection of Women
and Girls Ordinance.
X there is token vote of $50,000 (r current year.
Head 6.
Defence. C. Air Raid Precautions
$288,065. D. Military Contributions $1,408,320.
This is the first year in which any large
scale work on air raid precautions has been under-
taken,
